The following laws were adopted with consideration of the proposals of the President of Ukraine:

      “On amendments to the laws of Ukraine “On Architecture Activity” and “On Licensing of Certain Types of Economic Activity” (after recommitment)

The law establishes the types of economic activities subject to licensing.

The respective bill was registered under No. 0983.

“On production and circulation of organic agricultural products and raw materials” 

People’s deputies supported suggestions of the President of Ukraine to supplement the law with the definitions of the following terms:

"conformity assessment body of organic production (raw materials) – an enterprise, an institution, an organization or their subdivision that are appointed in the order established by the law and carry out their work of assessing and verifying the conformity of organic production (raw materials);

conformity of organic production (raw materials) – issuing a conformity certificate based on a decision that is made after appropriate procedures of conformity assessment are made, including the assessment that have proven the fulfillment of the specified requirements.”

The Verkhovna Rada of Ukraine also supported the suggestion of the President of Ukraine to establish that the central executive body, that implements state policy in the sphere of conformity assessment, appoints the conformity assessment bodies of organic production (raw materials), organizes training and evaluation of certification auditors, organizes the monitoring of conformity assessment appointed by conformity assessment bodies and exercises other powers established by the Law “On Conformity Assessment”.

 The following laws were adopted in entirety:

“On ratification of the Agreement on Social Maintenance between Ukraine and the Republic of Poland”

        The Agreement was concluded in order to develop mutual cooperation in the sphere of social protection of population and resolve issues connected with social maintenance of citizens of both states.   

Enactment of the Agreement shall allow Ukrainian citizens, legally working in the Republic of Poland, secure their rights to social maintenance after finishing their labor activity and returning to Ukraine, which, in its turn, shall motivate legal employment and return of Ukrainian citizens.

The respective bill was registered under No. 0033.

“On amendments to several legislative acts of Ukraine re childhood protection”

The law stipulates refining regulatory support of social protection of children; increasing efficiency of implementing state policy in the sphere of childhood protection; improving activity of central and local executive bodies and bodies of local self-government pertaining to social work with children that require special attention on the part of the state, etc.  

The respective bill was registered under No. 0956.

“On approval of the National Target Research and Technology Space Program for 2013-2017”

The Program aims at increasing efficiency of using space potential for solving topical problems of social and economic, environmental, cultural, informational, and scientific and technological development of the society, as well as ensuring national security and defense and protection of Ukraine’s geopolitical interests.

The Program enumerates ways and means for solving the problem and indicates the tasks and measures, their timeframes, amounts of financing, as well as main expected results of their realization.

The respective bill was registered under No. 2298.

“On amendments to the Tax Code of Ukraine re registration of persons as tax payers”

The law amends the procedure of submitting a registration statement on voluntary registration of a VAT tax payer as well as a statement on choosing a simplified taxation system, established by the Tax Code.

The document supplements the existing list of ways to submit a registration statement to the body of state tax service.

The respective bill was registered under No. 2029.

“On amendments to several laws of Ukraine re reducing the number of licensing documents to be received by food business operators”

The law aims at simplifying activity of economic entities, deregulation of entrepreneurial activity and harmonization of Ukrainian legislation with the EU legislation in the part of issuance of licensing documents.  

It is suggested amend the Law “On state regulation of production and turnover of ethyl, cognac and fruit alcoholic beverages and tobacco products” and the Law “On Safety and Quality of Food Products.”

Dairy raw materials and products, imported to the customs territory of Ukraine, are subject to inspection according to Ukraine’s legislation.

“On amendments to the Law of Ukraine “On state registration of legal entities and sole proprietors” (re simplification of registration of persons as taxpayers)

The law stipulates a possibility to submit application on voluntary registration as a VAT tax payer and/or choose a simplified tax payer system by the public register as a supplement to the registration card that is submitted in order to hold state registration of a legal entity or sole proprietor.

The respective bill was registered under No. 2139.

“On re-elections of the people’s deputies of Ukraine in single mandate electoral districts No. 94, No. 132, No. 194, No. 197, No. 223”

According to law, elections in these districts are appointed for December 15, 2013.

The respective bill was registered under No. 2971-д.  

The Verkhovna Rada of Ukraine adopted the Law “On amendments to the Criminal Executive Code of Ukraine re the procedure and conditions of serving a sentence”

The law was elaborated in order to arrange conditions of serving a sentence by convicted to limitation of freedom and imprisonment for a certain period by making respective amendments to the Criminal Executive Code of Ukraine.

The respective bill was registered under No. 1131.

“On Amendments to the Rules of Procedure of the Verkhovna Rada of Ukraine” (re prior consideration of bills and other draft acts in the committees)

The law amends articles 93 and 145 of the Rules of Procedure of the Verkhovna Rada of Ukraine regarding improvement of parliamentary committees’ work in preparing and presenting conclusions and proposals concerning bills, introduced by the subjects of law of legislative initiative for consideration by the Verkhovna Rada.

The respective bill was registered under the No. 2022a. 

The Verkhovna Rada of Ukraine adopted the Law “On Amendments to the Tax Code of Ukraine regarding improving taxation of privileged category of persons, receiving household fuel according to the Mining Law of Ukraine”

The law includes into the costs, that are taken into account when calculating the object of taxation, not only the price of coal and coal briquettes, as specified by the current provision of the Code, but also the price of peat briquettes which are given to the citizens for free within the scope and following the list of professions established by the Cabinet of Ministers.

The respective bill was registered under No. 2841.

A number of resolutions on appointment and dismissal of judges, setting the date of early elections, etc. were also adopted.

Several documents were adopted during the first reading, referred for the repeated first reading, recommitted, rejected.
